Why an ITI equipment list has to be built trade by trade

An engineering college buys by department. An Industrial Training Institute buys by trade. That single difference changes the whole shape of the purchase file, and it is the reason generic “lab equipment list” documents are close to useless when you are setting up or re-equipping an ITI.

Every trade under the Directorate General of Training has its own syllabus, its own practical exercises, and its own equipment schedule. A Fitter workshop and a Turner workshop sit side by side, share a floor, and share almost nothing else in the bill of quantities. So the procurement file is not one list. It is a stack of lists, one per trade, plus a shared services layer for power, compressed air, extraction, storage and safety.

The other structural difference is quantity. In a degree lab, one universal testing machine serves a batch of sixty because the exercise is a demonstration followed by a group reading. In an ITI, the trainee is being certified on a skill, which means the trainee has to hold the tool. Bench vices, files, try squares, steel rules, screwdrivers and soldering irons are per-head items, not per-lab items. This is where most first-time ITI budgets break: the capital equipment is priced properly and the hand tool and consumable line is underestimated by a wide margin.

What makes an NCVT workshop fit-out different from a college lab

Affiliation under the National Council for Vocational Training, administered through DGT and the state directorates, is granted against a specific trade and a specific number of units. The inspection is not looking at whether the institute owns impressive machines. It is looking at whether every trainee in the sanctioned unit can complete the syllabus practicals in the scheduled hours.

In practice that means three things drive the assessment: the equipment schedule for that trade, the workshop space and services around it, and the maintenance state of what is installed. A machine under a tarpaulin with a missing chuck key counts for nothing.

Do not lift affiliation numbers from a blog, including this one. Trade-wise equipment schedules, unit sizes, space requirements and instructor norms are published by DGT and revised periodically, and state directorates add their own conditions. Everything below is a planning framework to help you read that document faster, not a substitute for it.

The other habit worth borrowing from higher education is documentation discipline. ITIs are inspected less forensically than institutions preparing an NBA accreditation lab documentation file or a NAAC lab equipment documentation submission, but the same evidence set wins arguments: purchase orders, invoices, installation reports, calibration certificates where applicable, stock registers and a dated equipment photograph log.

How to read the quantity column in the tables below

A standard ITI unit is much smaller than a degree class. The tables use a 60-trainee intake because that is how most institutes plan a floor, and because a 60-head intake in a trade normally runs as multiple units sharing one workshop across shifts or batches.

Read the quantities as a planning estimate for a 60-trainee intake, not as a regulatory norm. Machine tool quantities assume batch rotation on the shop floor. Hand tool and measuring instrument quantities assume individual issue, because that is the only way the practical hours actually work. Confirm every number against the current DGT trade equipment schedule before it goes into a tender.

Fitter

Fitter is the highest-volume trade in the ITI system and the one where the per-trainee tool count matters most. The whole first year is bench work.

The mistake I see most often in Fitter BOQs is buying two beautiful digital micrometers and sixty cheap vernier calipers that lose their zero in a term. Reverse that thinking. Buy fewer premium showpieces and more mid-grade instruments that survive daily issue and return.

If budget forces a choice, a simulation-first CNC approach with one real trainer beats two under-utilised machines that nobody is trained to reset. Programming hours are the bottleneck, not spindle hours.

Welding is the trade where inspectors look hardest at services rather than machines. Booth separation, screening, earthing, extraction and cylinder storage are part of the fit-out, and they carry real cost. Budget them as line items, not as site work to be sorted later.

If your institute also runs degree programmes, the machines room can be shared with the electrical engineering lab schedule, but do not assume the reverse. Degree lab bench sets are usually too few in number and too delicate for ITI wiring practice.

Fault insertion is the feature worth paying for in this trade. A trainer that only builds circuits teaches assembly. A trainer with switchable faults teaches diagnosis, which is what the trainee is actually hired to do.

Turning the trade lists into a defensible purchase file

Work in this order. First, download the current DGT syllabus and equipment schedule for every trade you are applying for, and freeze it as the source document. Second, build one worksheet per trade with the columns above plus specification, quantity, unit and remarks. Third, split the total into capital equipment, per-head tools and consumables, because these three buckets have different approval routes and different replacement cycles.

For government institutes, most of this eventually flows through a portal listing or a tender. Write specifications that are performance based and verifiable, avoid brand-locked wording, and state acceptance criteria for installation and demonstration.

Phase the money if the first year budget is tight. Year one buys the benches, hand tools, measuring instruments and the minimum machine count that lets the syllabus run. Year two adds the second machine tier and the trainers that improve placement outcomes. If your campus also runs degree or diploma streams, map the overlaps early. Shared floors between an ITI Fitter workshop and a mechanical engineering lab can work for materials testing exposure, where IS 1608 and ISO 6892-1 govern tensile testing, ASTM E10 and ASTM E18 cover Brinell and Rockwell hardness, ASTM E92 covers Vickers, and IS 1757 with ASTM E23 covers Charpy impact.
