A tender compliance matrix turns a long laboratory-equipment specification into a line-by-line record of what is required, what a supplier is offering and where any difference exists. Procurement teams, institutions, distributors and tender agents can use the template below before comparing quotations or submitting a bid.

This is not a substitute for the issued tender document. Keep the buyer’s clause numbering and wording unchanged, then ask each supplier to complete the offered specification, model reference, compliance status and supporting-document reference.

Use one row for each measurable specification, accessory, service, document or delivery requirement. Add rows rather than combining unrelated requirements.

What to enter in each column

  • Item / clause: Use the same line number or clause reference as the buyer’s BOQ or tender.
  • Buyer requirement: Copy the requirement exactly so the comparison remains traceable.
  • Offered model: Enter the proposed product or model reference. Do not use a category name when the supplier has proposed a specific model.
  • Offered specification or scope: State the value, range, material, accessory, service or document actually included in the offer.
  • Status: Use Complies, Partially complies, Deviation or Not applicable. Do not mark a row compliant until the offered scope answers the requirement.
  • Deviation / clarification: Record every exception, alternative or item requiring buyer approval.
  • Document reference: Point to the datasheet page, drawing, manual section, certificate or quotation line that supports the response.

A safer workflow for international tenders

  1. Start with the issued specification. Preserve its item numbers and mandatory wording.
  2. Separate technical, supplied-scope, documentation and commercial requirements. One row should answer one requirement.
  3. Ask for an exact model and configuration. Similar product names can hide different accessories, utilities or experiment coverage.
  4. Record deviations before price comparison. A lower quotation may cover a different scope.
  5. Attach evidence by reference. Link each claim to a datasheet, drawing, manual section or quotation line supplied for that offer.
  6. Resolve open clarifications in writing before the purchase order or tender submission.
