For federal Iraq the primary regulator on the buyer side is the Ministry of Higher Education and Scientific Research (MOHESR), which supervises procurement committees at University of Baghdad, University of Technology Baghdad, Al-Nahrain University, Mustansiriyah University, University of Basra, University of Mosul, University of Kufa and University of Kerbala. Medical and nursing college equipment additionally passes through the Ministry of Health and Environment, pharmacy college recognition sits with the Iraqi Pharmacists Syndicate, and medical faculty recognition sits with the Iraqi Medical Association. TVET and technical institutes fall under the Ministry of Education. Public-project procurement oversight runs through the Ministry of Planning and its Central Statistical Organization. In the Kurdistan Region the buyer-side regulator is MHESR-KRG.
On the import side the file that will decide whether your container clears smoothly is the Central Organization for Standardization and Quality Control (COSQC), which handles conformity and standards. Language and documentation
Arabic is mandatory for federal Iraq tenders and BOQs under MOHESR and university procurement committees, with English accepted in parallel for technical datasheets and catalogs. Kurdistan Region tenders accept English and Kurdish alongside Arabic. We provide bilingual Arabic/English proforma invoices, catalogs and specification sheets as standard, since a locally registered Arabic-speaking agent (وكيل محلي) submitting the bid is what actually gets you shortlisted.
Common procurement paths in Iraq
Three paths, in order of how often I see them. Path one is the annual university tender, published on the University of Baghdad, University of Basra, University of Mosul or University of Technology Baghdad procurement pages and in Al-Sabah newspaper. There is no verified single national e-tender portal for federal Iraq, so tenders are scattered across ministry and university websites plus print. The Ministry of Planning site (mop.gov.iq) publishes some public-investment notices. For Kurdistan, procurement notices go up per-entity via the KRG Ministry of Planning (gov.krd), again with no unified portal. Most public tenders require a locally registered Iraqi agent listed with the Ministry of Trade Company Registrar to submit the bid on your behalf.
Path two is donor and reconstruction funded projects, especially UNDP Funding Facility for Stabilization, World Bank, KfW and JICA programs in Mosul, Anbar, Salahuddin and Nineveh. These usually run their own RFQ processes with English-first documentation and pay by LC-at-sight. Path three is direct PO from a private university or a well-funded medical college, typically settled by advance TT against proforma.
