Higher education in Jordan is governed by the Ministry of Higher Education and Scientific Research (MOHE) and accredited through the Higher Education Accreditation and Quality Assurance Commission (HEAC), which absorbed the earlier Accreditation and Quality Assurance Commission for Higher Education Institutions (AQACHEI). Community colleges sit under Al-Balqa Applied University (BAU) as the accreditor of record. My honest advice: appoint a Jordanian clearing agent before the container leaves India. Aqaba clears fast when the paperwork matches the BOQ, and it stalls fast when it does not.
Language and documentation
English is the working language for university BOQs, technical specs and most private-sector tenders. Public tenders through the Government Tenders Directorate (GTD) are published in Arabic with English technical annexes, so we send bilingual Arabic + English quotations and datasheets when the tender is public-sector (معدات مختبرات). It measurably improves win rates and it costs us nothing.
Common procurement paths in Jordan

There is no unified national HE e-tender portal. Larger consolidated purchases go through the Government Tenders Directorate (gtd.gov.jo) at the Ministry of Public Works and Housing, and central supplies for ministries route through the General Supplies Department (gsd.gov.jo).
Donor-funded projects. USAID Jordan, EU, GIZ and World Bank regularly fund lab upgrades at public universities and TVET institutions under VTC. These almost always demand CE marking and a named local agent as bidder of record.
Competition is moderate to dense. Amman-based scientific-equipment agents dominate distribution, and PHYWE, TecQuipment, GUNT, Armfield and EDIBON hold engineering mindshare. Where Indian pricing wins, cleanly, is pharmacy, nursing and mid-tier engineering rigs where the European spec is over-engineered for a teaching lab.
