How to Prepare a Lab Equipment BOQ for a Tender (India, 2026)

This guide is for the person who actually has to sit down and draft the Bill of Quantities before a tender goes out, whether that is the lab-in-charge, HOD, procurement officer or a consultant working with an engineering college, polytechnic or research institute. I have written and reviewed lab equipment BOQ preparation tender documents for engineering programmes across India, Africa and the Gulf since 2010, and most of the pain I see comes from three or four fixable errors made in the first week.   • Approved syllabus / experiment list. AICTE, NBA, INC, PCI or the local TVET regulator dictates what has to be demonstrable. Print it.
  • Floor plan with dimensions. A hydraulic bench needs roughly 2.5 m of clear length and drainage; a universal testing machine wants a 200 mm concrete plinth. Get the civil drawing.

  • Budget envelope, split by head. Capital vs consumables vs AMC. Auditors care about the split more than the total.
  • Standards reference. Which ISO, ASTM, IS numbers the equipment must comply with. This becomes your specification anchor.
  • Preferred delivery window. Most Indian institutes float in March for July commissioning. Realistic. February for July is not.

Step-by-step: lab equipment BOQ

Follow this order. If you skip step 2, you will pay for it in step 7.

  1. List every experiment the syllabus demands, then group them by lab (fluid mechanics, strength of materials, thermodynamics, process control, and so on). One BOQ per lab is cleaner than one master BOQ.
  2. Map each experiment to one apparatus. Do not write “hydraulic bench” once and assume it covers eight experiments; write which accessories bolt onto it. This is where most colleges lose scope during negotiation.
  3. Write technical specifications in a “must / should / may” format. Must-haves become disqualification clauses, should-haves become scoring criteria, may-haves are nice-to-have. This structure survives GFR and CVC scrutiny.
  4. Anchor every spec to a standard. For a hardness tester, cite ASTM E10 for Brinell, E18 for Rockwell, E92 for Vickers, plus IS 1500. Without a standard, a bidder can quote anything.
  5. Add quantity, unit, HSN code, GST rate and estimated unit cost. Finance will ask. HSN 9023 covers most teaching equipment at 18% GST as of 2026, but check your latest notification.
  6. Specify commissioning, training and warranty terms as line items, not as afterthoughts. Two days of on-site training, 24 months comprehensive warranty, and an AMC quote for years 3 to 5 should each have their own row.
  7. Include calibration and traceability requirements. Ask for ISO 17025 / NABL calibration certificates on all measuring equipment at handover. This one clause eliminates half the grey-market resellers.
  8. Add pre-dispatch inspection (PDI) and factory acceptance test (FAT) clauses. Right to inspect at the manufacturer’s premises before dispatch, with reasonable notice. This is standard for Government of India tenders and I would put it in every private tender too.
  9. Attach a compliance matrix as an annexure. A table where the bidder has to write “Complied / Not Complied” against every spec, with page reference to their datasheet. Makes evaluation a two-hour job instead of a two-day one.
  10. Circulate a draft for peer review to a faculty member from a sister institute who has run a similar tender. Ten fresh eyes catch what ten of your own will miss.

Common mistakes and pitfalls

These are the ones I see re-tendered every year.

  • Copy-pasting a colleague’s BOQ from 2019. Standards revise, HSN codes shift, GST rates change. You will get an audit note.
  • Writing brand names into the spec. GFR forbids it in Government tenders, and in private ones it invites protest. Write the performance, not the badge.
  • Under-specifying accessories. A universal hardness tester without indenters and test blocks is useless. Enumerate every consumable in the first-year supply.
  • Ignoring civil interface. Foundation bolts, drainage slope, ceiling clearance for an overhead crane on a UTM. Add a two-line clause: “Bidder to confirm civil requirements at site survey within 15 days of PO.”
  • No provision for spare training. Faculty turnover is real. Ask for training video handover, not just one live session.

Standards and compliance

The stronger your standards references, the easier your evaluation. For a mechanical / civil engineering lab, at minimum cite ISO 9001:2015 for manufacturer QMS and CE marking for electrical safety on imported or export-grade equipment. For hardness testing, name ASTM E10, ASTM E18, ASTM E92 and IS 1500 so no bidder can substitute a scaled-down bench unit. Any measuring instrument that will feed a research paper or an accredited test report should carry an ISO 17025 / NABL calibration certificate at commissioning, not “available on request”.
