Lab Equipment for Philippine Colleges: CHED and TESDA Procurement Guide

Philippine engineering schools, state universities and TESDA training centres buy a large share of their laboratory equipment on import, and the part that goes wrong is rarely the equipment. It is the documentation, the landed cost and the commissioning. This is how the purchase actually works when the supplier is in India, written for the person who has to defend the paperwork afterwards.

Know which rulebook your institution sits under

Two different bodies shape what your laboratory has to contain, and they do not buy the same way.

CHED, the Commission on Higher Education, governs higher education programmes, so a BS engineering programme at a university or college takes its laboratory requirements from the relevant CHED issuance for that programme. TESDA, the Technical Education and Skills Development Authority, governs technical and vocational education, where the equipment expectations sit inside the Training Regulations for each qualification and are tied to the competencies being assessed.

The practical difference for procurement is scope. A CHED programme buys to cover a syllabus across several years of study. A TESDA qualification buys to let a candidate be assessed as competent against a named unit, which usually means more units of fewer types, because assessment is per candidate. Get this the wrong way round and you either buy one demonstrator rig for a class that needs six workstations, or six workstations for a subject that needed one.

If the institution is a state university or college, or any government body, the purchase also falls under the country’s public procurement rules and will normally be posted through PhilGEPS. That changes your timeline more than anything else on this page, so fix the bidding calendar before you fix the equipment list.

Build the equipment list from the syllabus, not from a catalogue

The most common cause of an unusable laboratory is a list assembled from a supplier catalogue rather than from the subjects being taught. Work in this order.

  1. List every experiment or competency the programme requires.
  2. Against each one, name the apparatus that performs it.
  3. Collapse duplicates, because a single hydraulic bench or universal testing machine often serves many experiments across several subjects.
  4. Decide quantity from batch size and contact hours, not from budget. One rig and forty students in a three hour slot is a queue, not a laboratory.
  5. Only then price it.

This sequence also produces the justification document your finance office and, for public institutions, your bids and awards committee will ask for. The list explains itself because each line traces to a subject.

What to specify so the bid is comparable

Write specifications that describe capability, not a particular manufacturer’s model number. A specification copied from one brand’s brochure will either attract a single compliant bid or be challenged, and both outcomes cost you months.

For each item, state the measured range and accuracy required, the services it needs, the standard it should conform to where one applies, what must be supplied with it, and the acceptance test you will run on arrival. That last item is the one most lists omit and the one that protects you.

  • Measurement range and accuracy, in the units the experiment reports
  • Power supply, water and drainage requirements, stated to local supply conditions
  • Applicable standard, where the experiment is standard based
  • Required documents: calibration certificate, operation and maintenance manual, experiment procedures, spares list
  • Acceptance criteria, meaning the specific test that decides whether the equipment is accepted on site
  • Warranty period and what it covers, plus the support route once it expires

Landed cost is the number that matters

Quoted ex works price is not comparable across suppliers and should never be the basis of an award. Ask every bidder to quote to the same delivery term so the comparison is real, and build the landed figure yourself.

  • Equipment price at a stated delivery term, most usefully CIF to your nearest port, or CIP to the campus if you want the supplier carrying more of the risk
  • Ocean or air freight and insurance, which the CIF figure should already contain
  • Customs duty and local taxes as assessed on arrival
  • Port charges, brokerage and inland haulage to the campus, which is routinely forgotten and is not small for a crated test rig
  • Installation and commissioning, and whether the supplier attends or sends instructions
  • Consumables and spares for the first two years of teaching

One duty point is worth checking with your broker before you finalise the budget. India and the ASEAN member states, the Philippines included, operate a trade in goods agreement with preferential tariff treatment on qualifying goods, claimed with the corresponding certificate of origin issued in the exporting country. Whether a given item qualifies and what rate applies is a determination for your customs broker on the specific tariff line, but it is worth asking your Indian supplier in writing whether they can provide the certificate of origin before you compare quotations, because the answer can move the landed cost.

Acceptance and commissioning, which is where files go wrong

Equipment that arrives and is stored uncommissioned is an audit finding waiting to happen, and in an accredited programme it is worse than not having bought it. Agree the following in the contract rather than after delivery.

  • Who uncrates and who is present, with a date
  • The factory acceptance evidence supplied before despatch, and the site acceptance test run on arrival
  • What constitutes acceptance, signed by a named person at the institution
  • Training for lab instructors, and whether it is remote or on site
  • What happens if an item fails acceptance, including who pays the return freight

Keep the signed acceptance record with the invoice and the calibration certificate as one file per laboratory. Whether the later scrutiny comes from CHED, from TESDA assessors, or from your own auditors, it is the same file and it is far easier to assemble at delivery than to reconstruct two years on.

Practical notes on buying from India

  • Ask what is made in house. A manufacturer can change a specification to suit your syllabus. A trading house reselling someone else’s catalogue usually cannot.
  • Ask for institutional references in the region, and for the ability to contact them.
  • Confirm packing for sea freight. Laboratory rigs travelling humid ocean routes need appropriate crating and moisture protection, and this is a legitimate line item, not padding.
  • Agree the spares lead time in advance. The question that matters is not whether a part will fail but how long a rig stands idle when one does.
  • If you are bidding publicly, establish early whether the supplier can provide the authorisation documentation your bidding rules require from a manufacturer, since a reseller without it may not be able to complete the submission.
