Certification is a shortlisting filter, not a verdict on the machine

Buyers use certification the way a committee uses a first sieve. If the vendor cannot produce a certificate, the offer goes out. That is reasonable. What is not reasonable, and what I see in tender after tender, is treating the certificate as proof that the equipment will perform. It is not. Different certificates prove different things, and most of the disputes I have watched at installation come from a buyer who assumed one document covered something a completely different document covers.

So here is the page I wish more purchase committees had before they wrote the clause. What each document means, who issues it, what it proves, what it does not, and how to check it is real. Our own position is stated plainly at the end, including the thing we do not have.

What ISO 9001:2015 actually certifies

ISO 9001:2015 is a quality management system standard. A certification body audits an organisation, samples evidence of its documented processes, and issues a certificate against a stated scope. It certifies the way a company runs itself. It does not test, rate or approve any product.

Read the certificate rather than the logo. A valid certificate carries four things a buyer should care about:

  • The legal entity name. It must match the company that will invoice you and sign the manufacturer authorisation, not a sister trading firm with a similar name.
  • The site address. A certificate covering a head office is not a certificate covering a factory. If you are buying manufactured goods, the manufacturing site should appear.
  • The scope of activities. Wording like design, manufacture and supply of laboratory and engineering teaching equipment tells you the audited processes include making things. Scope wording limited to trading tells you the opposite.
  • The certification body and its accreditation. Anyone can print a certificate. A certificate issued by a body accredited under an IAF Multilateral Recognition Arrangement signatory carries weight. An unaccredited one is not illegal, it is simply worth much less as evidence.

What a buyer may legitimately conclude from a genuine ISO 9001:2015 certificate: this supplier has documented procedures for design control, purchasing, incoming inspection, in-process and final inspection, nonconformity handling, corrective action, records and complaints, and an external auditor sampled those records at a point in time. That is worth something. It means there is a defined route when a delivered item is wrong, and records that can be produced when you ask.

What a buyer may not conclude: that a particular unit meets your accuracy, capacity or safety requirement. The standard says nothing about product performance. Two suppliers can both hold the certificate and deliver very different equipment. The performance question is settled by your specification and your inspection, which is why the way you write a specification matters more than the certificate does. What CE conformity documentation means

CE marking is a manufacturer declaration, not a certificate awarded by an authority. For a product placed on the market in the European Economic Area, the manufacturer declares that the product conforms to the applicable European directives and regulations, compiles a technical file, and signs a Declaration of Conformity. For many product categories the manufacturer self declares. A notified body is involved only where the applicable directive requires it, and where it is involved a four digit notified body number sits next to the mark.

Three consequences follow, and buyers get all three wrong.

  1. There is no such thing as a CE certified company. Conformity attaches to a product model against named directives. A company level claim is meaningless.
  2. It applies to applicable models, not to a catalogue. An item with no electrical or mechanical hazard within scope of any applicable directive may not need a declaration at all. A blanket badge across every line in a brochure should raise your eyebrow, not lower it.
  3. It is a market access instrument for the EEA. A college in India is not required to buy CE marked equipment. Asking for it can still be useful as evidence that a manufacturer has been through a documented conformity route, but only if you ask for the document rather than the sticker.

What to ask for: the Declaration of Conformity for the specific model quoted. A real one names the product and model reference, the manufacturer and address, the directives applied, the harmonised standards used, the notified body and its number where one was required, and the name and signature of the person authorised to sign on behalf of the manufacturer. You can also ask whether the technical file is held and available to a competent authority. A supplier who has done the work will answer that question calmly.

The four documents buyers confuse

This table is the part of the page worth printing. Almost every certification argument I have sat through is one of these four documents being asked to do another one’s job.

If your tender requires accredited calibration certificates, you need an accredited laboratory, either engaged by you or arranged as a separate line item, and you should budget and schedule for it rather than assume a manufacturer certificate satisfies the clause. Any supplier who tells you their in-house certificate is the same thing is either confused or hoping you are.

When a tender genuinely needs the accredited certificate

Two practical notes. First, an accredited certificate is only meaningful if the laboratory’s accredited scope covers the parameter and the range you care about, so read the scope, not the logo. Second, calibration is a recurring obligation, not a delivery event, and the schedule belongs in your annual plan from day one. How to write the clause without excluding competent suppliers

A badly written certification clause does one of two things. It is so loose that a trader with a printed logo qualifies, or so tight that it eliminates every capable manufacturer except the two who happen to hold an unusual accreditation. Both outcomes cost you money.

Where a performance property genuinely matters, name the test standard rather than a certification body. Pointing at a published method for a material test tells a manufacturer exactly what to build and tells your inspector exactly what to check, which is the whole argument in the note on IS and ASTM standards in engineering lab testing. Keep the certification clause and the technical specification separate. They answer different questions.

One more discipline point. Do not stack requirements that no honest MSME manufacturer holds. Each additional certificate you demand narrows the field, and it tends to narrow it towards intermediaries who buy paperwork rather than towards the works that actually make the item. This is the most useful thing on this page. Verification takes about fifteen minutes per supplier and it eliminates the two or three offers that were never real.

Certificates only tell you who the supplier claims to be. The rest of the picture comes from the same checks you would run on any capital supplier, which is the ground covered in the manufacturer due diligence guide. Ask one question that no certificate answers: what happens when a part fails in the third year. Availability of spares and a named service route decides whether the equipment is still working when the next batch of students arrives, and it deserves a clause of its own. Two limits worth stating rather than leaving for a meeting. Everything in the range is built for education and demonstration. Production scale and GMP qualified process equipment is a different category with different validation obligations, and we do not present teaching equipment as a substitute for it. And where a programme is regulated, the requirement comes from the regulator, not from us. Pharmacy education in India is regulated by the Pharmacy Council of India and colleges are inspected against the current regulations and syllabus, so confirm your list against the current PCI norms and syllabus for your programme rather than against any vendor list, whether you are working from the B Pharm equipment list or the D Pharm diploma guide. The short version

A quality management system certificate tells you how a company is run. A conformity declaration tells you what a specific model was declared against, for a specific market. A factory calibration certificate tells you what was measured before the crate was closed. An accredited calibration certificate is a different animal entirely, issued by an independent laboratory working inside an audited scope.

Ask for the right one, ask for it at the right stage, and spend the fifteen minutes verifying it. Certificate number, issuing body, accreditation, scope, site address, expiry. Model reference on the declaration against the model on the quotation. Reference instrument and measured points on the calibration certificate. That is the whole check, and it is quicker than the meeting you will otherwise have at installation.

A supplier who welcomes that check is usually the one you want. A supplier who deflects it, or who answers a question about calibration with a company brochure, has told you something the certificate never would. Write the clause so that the honest answer is easy to give and the vague one is easy to reject, and you will have done more for the quality of the delivered equipment than any logo on a cover page will do for you.
