Step-by-Step GeM Lab Equipment Procurement

Step 1: Register Your Institution on GeM

Government institutions register as “buyers” on gem.gov.in. Required: PFMS code (Public Financial Management System), authorised signatory details, and an official government email ID. Registration is free and takes 2–5 working days for approval.

Step 2: Search for Lab Equipment

Search using the product name or HSN code. Lab apparatus is typically listed under:

• HSN 9023 — Instruments, apparatus and models for educational and demonstration purposes
• HSN 9027 — Instruments for physical or chemical analysis
• HSN 9030 — Oscilloscopes, spectrum analysers, and other instruments

Step 3: Direct Purchase or Bid

• Direct Purchase: For orders up to ₹25,000 per item (or as per revised thresholds), you can purchase directly from any seller at the listed price. No bidding required.
• L1 Purchase: For orders between ₹25,000 and ₹5,00,000, compare at least 3 sellers and purchase from the lowest price (L1) seller.
• Bid / Reverse Auction: For orders above ₹5,00,000, create a bid on GeM specifying your requirements. Sellers respond with prices and the lowest qualifying bid wins.

Step 4: Verify Seller Credentials on GeM

Before placing an order, verify:

• Seller is marked as “Original Equipment Manufacturer (OEM)” — not a reseller
• ISO 9001:2015 certification is uploaded and valid
• Product has the correct specifications and is not a generic listing
• Delivery timeline and warranty terms are clearly stated

GeM vs Open Tender — When to Use Which

Common Issues with GeM Lab Equipment Procurement

• Item not listed on GeM: Request the seller to list the item. If urgently needed, obtain a waiver and proceed with open tender.
• Specification mismatch: Sellers sometimes list products with generic names. Always share your detailed technical specification before placing the order and ask for written confirmation.
• Delivery delays: GeM orders carry a penalty clause for delayed delivery. Verify the seller’s track record (order completion rate on their GeM profile).
